<p>All Faiths Food Bank closed on the purchase of its new building at 8171 Blaikie Court in the Sarasota International Trade Center, 2 miles east of I-75, north of Fruitville Road.  The building is approximately 19,000 sq. ft. with approx. 6,000 sq. two-story office.  The structure contains many upgraded features and amenities such as a “storm-hardened” office, 475 hp backup generator, block security walls enclosing the loading area, 20’+ clear height in the warehouse, elevator, and upgraded office finishes.  Built in 2005, the property was purchased for $2,350,000, or $124/ sq. ft.  Bruce Dilges and Anthony Homer of Hembree &amp; Associates handled the purchase on behalf of the Food Bank, while Clay Bontrager of Transworld Business Brokers represented the seller, Suburban Holding Company LLC.</p>

<p>In conjunction with the purchase, the Food Bank also purchased an adjacent lot from the same ownership.  The lot contained 32,550 sq. ft. and sold for $300,000, or $9.22/ sq. ft.  Kevin Robbins of Harry Robbins &amp; Associates represented the seller in the transaction, while Bruce Dilges and Anthony Homer again represented the buyer. The lot will be used on an interim basis for overflow parking for occasional special events, and ultimately for potential future expansion.</p>
<p>The food bank has begun moving into the building and is in the process of moving out of its existing facility on Cattlemen Road at I-75.  Bruce Dilges and Anthony Homer of Hembree &amp; Associates currently have the Cattlemen property listed for sale at $2.1 million for the 20,000 sq. ft. building and 2.4 acres of land.  The site includes approximately 1 acre of excess land along Cattlemen for future development.</p>

<p>The something new is a worthwhile enhancement to U.S. Small Business Administration&#8217;s 504 loan lending. The 28-year-old program can now be used to refinance your existing commercial real estate while it also funds your expansion.</p>
<p>But to understand the enhancement, we need to briefly review the something old.</p>
<p>It allows you to borrow up to 90 percent of your cost to build, buy or expand a commercial real estate building. The funds can also be used for capital equipment, furnishings, fixtures and fees incidental to the transaction. Examples of suitable real estate include owner-occupied, commercial condominiums, offices, warehouses, franchises, restaurants, car washes, bowling alleys and skating rinks. Investor-owned properties do not qualify.</p>
<p>Job creation is 504&#8217;s raison d&#8217;etre.</p>
<p>&#8220;For every $50,000 guaranteed by the SBA, (the borrowers) must be able to demonstrate that they are creating or retaining at least one job,&#8221; says Karen Mills, SBA&#8217;s administrator. As part of the federal stimulus initiative, job creation has temporarily been relaxed to one job per $65,000.</p>
<p>The program &#8220;is administered by about 270 certified development companies in a partnership with the commercial lenders and the SBA,&#8221; Mills says.</p>
<p>Christopher Crawford is president and chief executive of the National Association of Development Organizations. It is the trade association for the nation&#8217;s CDCs.</p>
<p>He says, &#8220;Since this program has been created in 1986, more than 3 million jobs have been created or retained by 504 loans, and that is by far the largest economic development program within the federal, state or local governments&#8221;</p>
<p>SBA typically guarantees 40 percent of the project cost in the form of a subordinated debenture. Simultaneously, a conventional lender makes a 50 percent first mortgage. The remaining 10 percent equity is injected by the borrower.</p>

<p>The refinancing enhancement allows you to borrow money to pay off an existing commercial real estate mortgage that is not involved with your expansion. It cannot exceed 50 percent of the expansion cost for your new project.</p>
<p>Thus if your cost is $6 million to build your new manufacturing plant, you can also borrow $3 million to pay off the loan on your existing plant. Your total funding would be $9 million.</p>
<p>The 504&#8217;s loan-size constants are up to the lenders and CDCs. Most feel comfortable in the $200,000 to $10 million range.</p>
<p>As with most new programs, the dibbuk is in the details. Accordingly, lenders and CDCs will be poring over SBA&#8217;s procedural notice to understand the critical essentials.</p>

<p>Pending sales in the Sarasota real estate market once again rose in February 2009, hitting 782 &#8211; the highest level since April 2006, a three year period. According to statistics from the Mid-Florida Regional MLS for members of the Sarasota Association of Realtors®, 611 single family homes and 171 condominiums were reported under contract in  February, almost 100 more than the 683 pending sales reported in January 2009, and 19 percent higher than the 654 pendings reported in February 2008.<br />
 <br />
Pending sales have now exceeded the 500 level for the 14th consecutive month, and the statistic bodes well for the next two or three months, when many of these pendings will become closed sales. Pending sales reflect contracts executed by buyers and sellers. The report continues to reflect a steady, strong pattern, and indicates buyers are more active in the Sarasota market even in the face of difficult economic times.<br />
 <br />
&#8220;We are encouraged by this statistic, and the word of mouth reports indicating an uptick in showings and offers,&#8221; said 2009 SAR President Bill Geller. &#8220;Buyers are becoming even more aware of the many opportunities in the Sarasota market and are making offers and executing contracts. Local Realtors® are continuing to educate the public on our market, and this excellent chance to purchase a great home at a very attractive price, with interest rates at historic lows.&#8221;<br />
 <br />
Overall, there were 354 sales closed in February, compared to 319 in January, for a 10 percent increase. The figure was lower than February 2008, when 418 properties changed hands. The breakdown was 260 single family homes sold, and 94 condominiums sold.<br />
 <br />
The recently enacted first-time homebuyers&#8217; tax credit of $8,000 should help spur sales to higher levels, Geller noted. Those who meet eligibility requirements and purchase a home this year prior to Dec. 1 are eligible for a tax credit of up to $8,000, and unlike the 2008 tax credit, this one does not have to be repaid. This credit, combined with historically low interest rates should help encourage more homes sales, experts agree.<br />
 <br />
&#8220;Particularly for the first time homebuyer trying to purchase in the Sarasota market, this is an amazing time to realize the dream of home ownership,&#8221; said Geller. &#8220;Affordable prices, combined with very low interest rates, plus the tax credit &#8211; you really haven&#8217;t seen a better time to buy for decades.&#8221;<br />
 <br />
The median sale price for single family homes declined to $142,000 in February 2009 from $149,950 in January 2009 &#8211; a 5.3 percent decline. The median sales price for condominiums fell to $198,000 in February 2009 from $220,000 in January 2009, for a 10 percent drop. These statistics appear to indicate the growing number of short sales and foreclosure sales in the market, which tend to impact the median sales prices more dramatically than the normal price trends.<br />
 <br />
Another important market tracker &#8211; the absorption rate of properties on the market &#8211; continues to track lower than last year at this time for both single family homes and condominiums, as inventories have declined. Absorption rate is the number of months it would take to sell the entire remaining listed inventory in a particular category, based upon the sales for that particular month.</p>
<p>For February 2009, the absorption rate for single family homes stood at 24.1 months, compared to 25.3 months in January 2009, and compared to 29.6 months in February 2008. For condominiums, the absorption rate was at 28.5 months, compared to 38.4 months in January 2009, and much lower than the 44.0 months reported in February 2008.</p>
